A State Game Licence is simply a licence sometimes referred to as “permit” to hunt a particular species or group of animals listed under of the Second Schedule of the Conservation of Wildlife Act during October 1st to February 27th or February 28th. The State Game Licence (SGL) for waterfowl is valid from November.
State Game Licence cost TT$100.00 each and there is a maximum of three (3) (SGL)for each hunter. State Game License usually goes on sale from the third week of September at the following locations:

State Game Licence must be completed and returned by May 31st of the following year.
The information required for completion includes hunters’ name and address, a valid identification eg. National ID card, passport or Driver’s Permit.
State Game Licence are not transferable and must be produced upon demand by a Game Warden, including Honorary Game Warden, Forest Officer and Constables.

What is a Special Game Licences?
A Special Game Licence is a license granted by the Chief Game Warden upon such conditions as he thinks fit (under Section 10 of the Conservation of Wild Life Act). A Special Game License shall entitle the holder to hunt any animal specified therein for any of the following purposes:
- Scientific Research;
- Collection of specimens for zoological gardens, museums and similar institutions;
- Eradication of animals declared to be vermin by Section 11:
- The animals mentioned in the Third Schedule are hereby declared to be vermin.
- Subject to sections 4 and 6, the owner or occupier of any lands, his agent or servant may, without license of any kind, on such lands hunt and destroy any animal mentioned in the Third Schedule whether during the close season or not.
Accessing this service
- The person or institution desirous of obtaining a Special Game Licence must apply in writing to the Chief Game Warden through the Wildlife Biologist and Head, Wildlife Section;
- The request will be investigated as required by the Wildlife Section and an appropriate recommendation will be made to the Chief Game Warden regarding the granting of this Licence.
- Special Game Licences have specific conditions which must be adhered to regarding geographic location, species in question, the amount of persons participating in the exercise and the duration of the Licences.
- Special Game Licences are (at this time) free of charge.

The Conservator of Forests, in accordance with the Sawmill Act: Section 4:4, may grant a licence to operate a Sawmill under the following terms and conditions:
- Application FORM F: 19 to be filled out and submitted by the Owner of Sawmill.
Application FORM F: 19 must be accompanied by:
- Appendix I – SAWMILL RETURNS which gives a total of input and output quantities processed for the past year and is derived from the Sawmill Register.
- Appendix II – SAWMILL INSPECTION REPORT which must be checked by the Forester I in charge of the particular Range in which the Sawmill is located and must be countersigned and recommended by the Forester III or Assistant Conservator of Forests.
- A copy of a layout plan of the sawmill compound.
- A copy of the licence for the previous year. (if one was applied for)
- A lay-out plan of the compound must be submitted by indicating the log yard, the lumberyard, waste disposal areas, the milling area and the office.
- The Sawmill Owner must clearly identify the area of his/her sawmill compound. The sawmill compound must not be less than 10,000 square feet in size. A cadastral sheet is required.
- All land and building taxes should be paid. Receipt of payment for the previous year required.
- The application for a sawmill licence must be accompanied by all relevant approvals.
- Once a sawmill licence is granted, the sawmill Owner is required to follow the standard operational procedure for annual licencing of a sawmill and comply with all conditions stipulated on the various approvals.
- Pursuant to the Sawmills Act, 66:02, each licence issued to a Sawmill expires on the 31st day of December of the year during which it is granted.
- Sawmill licence are Annual Licence and become due on January 01, of any year. Failure to do so means that a Sawmill will be deemed to be operating without a licence and is liable to a fine of $100,000.00 and imprisonment for one year according to the Sawmills Act, Chapter 66:02 and amended by Act No. 24 of 1999.
Criteria for the Grant of a Sawmill Licence
Pursuant to the Sawmills Act, Chapter 66:02, no person shall operate a sawmill unless he is duly authorised under this Act. The Act speaks to the power of the Conservator of Forests, to grant a licence subject to terms and conditions as he may deem fit. The Conservator also has the power to refuse to issue licences, as well as suspend or revoke any such licence issued by him upon any breach by the licensee of a sawmill and/or his agent. Any person aggrieved by the withholding, suspension or revocation of any licences may, not later than one month after the withholding, suspension of revocation, appeal to the Minister.
A sawmill licence is not transferable. In order to be considered for a sawmill licence, the Sawmills Act states the following administrative procedures:
- Applications for sawmill licences must be made in writing to the Conservator of Forests via the approved application Form for each sawmill.
- All applications must be signed by the owner or his agent.
- No sawmill licences shall be issued until the prescribed fee has been paid.
It is to be noted that the grant of a sawmill licence does not supersede or negate the responsibility of the owner from obtaining other statutory approvals that are required by other legislation(s) in particular, Town and Country Planning Act, the Environmental Management (EM) Act, Occupational Safety and Health Act, etc.
With regards to the EM Act, Section 38 (3) provides that where upon an application for a Certificate of Environmental Clearance (CEC), the EMA determines that an EIA is required then no other Authority may grant any other licence or permit until the CEC has been granted. Thus the Conservator of Forests would have to enquire from the EMA that it requires an EIA for the issue of a CEC for those sawmills established after the enactment of the CEC Rules (2001). In order to obtain a sawmill licence, the Conservator of Forests has to be assured that the sawmill can operate in a manner to efficiently process timber in accordance with industry best practices.
Terms and Conditions
These terms and conditions made pursuant to Section 4(4) of the Sawmills Act are as follows:
- the sawmill compound must be no less than ten thousand (10,000) square feet.
- the sawmill compound should include the following minimal components:
- a log yard,
- the lumberyard,
- the waste disposal areas,
- the milling area; and
- the Administrative office.
- equipment to:
- process logs into boards, planks or scantlings at a rate of 800 board ft/24 hrs
- re-saw boards, planks or scantlings into boards, planks or scantlings of small dimensions.

Applicants are required to submit a letter to the Director of Fisheries informing of his/ her intention to import fish and fish products. If the Division recommends that a licence be granted, a letter is submitted to the Ministry of Trade and Industry for issuance of the licence.
Import licences are valid for the calendar year.

- Complete form with four (4) species per Include: (a) both common and scientific names; (b) quantity per species; (c) purpose for import (breeding/commercial/personal use). Please feel free to contact the Aquaculture Unit for assistance with filling out the necessary forms for obtaining import or export licence.
- Submit completed application form to the Aquaculture Unit for review and approval of species prior to submission to the
- The approved form has to be uploaded to MTI/TTBIZLINK (800-4SEW (4739) ttbizlink@gov.tt) for issuance of the Trade License.
- Inform Aquaculture Unit at least 48hrs prior to the scheduled import or export date, with flight information, approximate time and port of entry or The Aquaculture Unit is to be informed of any changes thereof.
- The Aquaculture Unit conducts an inspection of each import/export Documents required at inspection (originals and 2 copies of each):
- Health certificate for all imports and where necessary for exports
- Supplier’s Invoice for fish
- CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora) certificate where necessary (org ). Should a CITES permit be required: (a) for export, please contact Forestry Division (b) for import, competent authority in exporting country has to issue CITES permit.

- The Aquaculture Unit conducts inspections Monday to Friday from 8am to 4pm (excluding public holidays).

SPECIAL PROVISIONS
Koi (Cyprinus carpio) & Goldfish (Carassius auratus.)
Koi & Goldfish are restricted species that require a Minster’s License for bona fide commercial breeders to import.
- Submit a letter of request to the Aquaculture Unit for the importation Koi and/or Goldfish which should include the following information:
- Species (common and scientific names)
- Number of fish of each species being requested for
- Country of origin
- Purpose for importing the fish
- Importer’s Contact information
- A copy of Deed of Ownership or permission letter from the property owner that the property is being used as a breeding facility and the Deed of Ownership for the property cited on the permission
- The Aquaculture Unit will contact the applicant to schedule an inspection of the facility to confirm operational Depending on the findings a recommendation will be made to the Minister of Agriculture, Land and Fisheries for approval and issuance of a Minster’s License for the import of the fish.
- Once a Minister’s Licence is granted, the applicant will be contacted for collection of letter of permission issued by The Aquaculture Unit to import Koi or Goldfish.

- Submit a letter of request to export fish for scientific research purposes to the Aquaculture Unit which should include the following information:
- Species (common and scientific names)
- Number of fish of each species being requested to be exported
- Purpose for export
- Consignee’s detailed information Name of research institution, both local and abroad, mailing address, telephone number and email address.
- The Aquaculture Unit would issue a letter of permission for export of the consignment to the exporter, addressed to the Trinidad and Tobago’s Customs & Excise Division.

A Minister’s Licence for the importation of raw materials (fish and fish products) duty free for processing.
Applicants are required to submit a letter to the Director of Fisheries informing of his/ her intention to import fish and fish products.
If the Division recommends that a licence be granted, a letter is submitted to the Ministry of Trade and Industry for issuance of the licence.
Import licences are valid for 3 months.
