April 02, 2024:- The Ministry of Agriculture, Land and Fisheries (MALF) is deeply concerned about the recent incident involving a swarm of bees at Palmiste Park, San Fernando, on Easter Monday. The bees injured several individuals who were enjoying recreational activities at the park.
Upon receiving reports of the incident, the Ministry mobilized a team from its Regional South Administration Office to assess the situation and assist the affected community. The safety and well-being of the public, particularly in recreational spaces where families and individuals gather for leisure activities, remain our top priority.
In light of the incident and subsequent safety concerns, the Bee Abatement Unit of County Victoria (Regional Administration South Division) conducted a surveillance exercise. The exercise identified seven (7) hives within the park premises that have the potential to pose further harm to park users if disturbed. Given the serious risks associated with bee stings, citizens are urged to exercise caution and avoid the park until further notice.
These hives are located in trees at heights of 10 m (30 feet) or more. The MALF has been collaborating with the San Fernando City Corporation (SFCC), and arrangements have been made to address this imminent threat to public safety.
Technical teams from MALF and the SFCC are scheduled to return to the site tomorrow (April 3, 2024) and commence activity at 8:30 a.m. MALF’s bee abatement unit will remove accessible hives and conduct abatement activities on those hives that are difficult to access but pose a high risk to park users.
Citizens are advised to heed the authorities’ warning and refrain from entering the park until further notice. Furthermore, it is essential to exercise due vigilance and refrain from disturbing the bees if using the park. The safety of our citizens remains our top priority, and we appreciate the cooperation and understanding of the public during this time.

March 28, 2024:- Senator the Honourable Kazim Hosein, Minister of Agriculture, Land and Fisheries, fulfilled his commitment to fortify and empower the Praedial Larceny Squad (PLS) by welcoming 67 new recruits into the squad’s ranks today.
In a ceremony held at the Naparima Bowl in San Fernando earlier this morning, sixty-seven (67) dedicated individuals officially joined the esteemed ranks of the PLS. Among this cohort are sixty-one (61) constables, including eighteen (18) women and forty-three (43) men, as well as six (6) corporals, including two (2) women and four (4) men. This substantial expansion brings the PLS’s total staff complement to 104 members, significantly enhancing the unit’s capability to effectively combat and mitigate praedial larceny.
During the ceremony, PLS Administration Shaishnarine Katwaroo provided valuable insights into the rigorous training program, stating, “Our graduates are well-equipped to confront the challenges facing our farmers.”
During his feature address, Minister Hosein responded to criticisms of the squad and described the officers “as some of the hardest working in the Ministry,” adding that “nothing happens overnight.” He used the opportunity to issue a stern warning to wrongdoers, “I can guarantee the PLS is working, and they will deal with you.”
The Minister revealed that the current PLS model drew inspiration from successful international and regional counterparts within CARICOM, particularly highlighting Jamaica’s specialized unit combating agricultural theft. He emphasized the importance of community engagement and strategic law enforcement, contributing to considerable success in similar initiatives.
Addressing a packed hall, Senator Hosein underscored the significance of collaboration with other law enforcement agencies, stressing, “Our strategy revolves around robust partnerships with stakeholders, including the Trinidad and Tobago Police Service (TTPS) and the Trinidad and Tobago Municipal Police Service (TTMPS), amplifying our efforts in combating praedial larceny.”
Additionally, the Minister announced a substantial increase in the PLS’s arsenal of arms and ammunition, alongside the provision of new vehicles to reinforce the squad’s fleet. He emphasized, “These enhancements underscore our unwavering commitment to ensuring preparedness against threats and maintaining a professional image while on duty.”
In recognition of the squad’s recent efficiency and improvements, Minister Hosein commended the dedicated men and women of the PLS. He remarked, “I commend the PLS on its remarkable improvement rates, including notable achievements such as arrests and convictions, extensive patrols, farm visits, and filed reports. Despite challenges, including the temporary closure of some offices, we have demonstrated resilience and adaptability, reaffirming our dedication to combating praedial larceny.” The Minister reiterated the Ministry’s steadfast commitment to safeguarding our farmers’ livelihoods and securing the future prosperity of our agricultural sector.
San Fernando West MP and Minister of Local Government, Faris Al-Rawi, also addressed the morning’s graduation, congratulating the graduates and reminding them of their solemn responsibility as they enter the ranks.

March 24, 2024:- Earlier today (Sunday 24th March, 2024) between the hours of 8:00am and 11:30am, an exercise was conducted by officers of the Praedial Larceny Squad (PLS) and the Game Wardens of the Ministry of Agriculture, Land and Fisheries. This exercise took place in the vicinity of the Tarouba Link Road, Duncan Village and Penal.
Inspector Haspoodeen and Mr. Seepersad, Game Warden II accompanied by Mr. Mohan, Assistant Conservator of Forests, were part of this exercise. Similar to the last routine exercise vendors were educated on the consequences of the illegal importation of animals and animal products.
During this morning’s exercise, several butchers were also interviewed and notable improvements of the conditions of the slaughtering areas were reported. Officers were also pleased to report that no wild meat was seen and there was a total absence of the goats that were suspected to be illegally imported.
Senator the Honourable Kazim Hosein, Minister of Agriculture, Land and Fisheries commends the hard work and dedication of the officers from the PLS and the Forestry Division as they continue to conduct unplanned visits across the length and breadth of Trinidad saying, “I want to thank the officers of the Ministry for putting country first and doing their part to ensure that citizens obey the Conservation of Wildlife Act and in so doing, discourage any illegal Wildlife trade. He further warned, “Individuals who breach the law are being warned as there are serious consequences for the sale of illegally-acquired livestock.”
Members of the public continue to be urged to report activities of illegal importation of animals and animal products as these pose a severe threat to human health and safety. Similar exercises are planned for the near future.

March 7, 2024:- The Ministry of Agriculture, Land and Fisheries (MALF) has conducted a comprehensive investigation into the welfare of the Red Kangaroo housed at the Emperor Valley Zoo. A specialised team led by MALF’s Chief Technical Officer (Ag), Denny Dipchansingh, and Director of Animal Production and Health, Dr Michelle Mellows, was deployed to the zoo to assess the conditions and health of the animal in question.
Upon thorough examination, the team determined that the animal, which was the subject of concern, is in fair health. Veterinary experts found the kangaroo to be bright, alert, and responsive to stimuli. The assessment report indicated that the animal moves with ease within its enclosure, indicating a satisfactory level of physical activity.
It should be noted that the Zoo does not only house wildlife for public display. In different sections of the facility, the Zoo keeps animals seized by Game Wardens and used as Court Exhibits; it houses wildlife rescued or recovered from around the country and it houses wildlife surrendered to the Zoo by keepers who cannot continue to maintain the wildlife. This wildlife are in different physical condition and every effort is made to care for them and improve their condition.
The Red Kangaroo was brought in January 2023 with physical issues from another facility to the Zoo. Based on the MALF team’s observations, the kangaroo is estimated to be between 15 and 20 years old, which is consistent with the expected level of muscle loss at that age. The enclosure which the animal is housed in was deemed adequate for the animal’s movement and activity, ensuring its well-being.
Furthermore, the investigation revealed that since the kangaroo was brought to the Zoo, it has been provided with a wholesome diet consistent with standard care. This diet includes fresh vegetables and specially formulated chow supplemented with minerals. Routine checks for parasites are conducted, with all tests returning negative results. Environmental enrichment tests are also regularly performed to assess the animal’s responsiveness to its environment.
Key officials from the Ministry, including Chief Technical Officer, Denny Dipchansingh, Director of Animal Production and Health, Dr. Mellows, and Dr. Lisa Musai, along with other veterinary officers, were present during the assessment. Representatives from the Zoo also participated, ensuring transparency and collaboration in our efforts to uphold animal welfare standards.
In light of these findings, Senator Kazim Hosein, Minister of Agriculture, Land and Fisheries, reaffirmed the Ministry’s commitment to ensuring the welfare and well-being of all animals under its care and supervision. “The health and safety of the animals in our care are of utmost importance to us,” stated Senator Hosein. “We will continue to monitor the situation closely and take appropriate action to address any concerns that may arise.”

March 4th, 2024:- The Ministry of Agriculture, Land and Fisheries acknowledges the public’s concern regarding recently circulated photographs depicting a Red Kangaroo housed at the Emperor Valley Zoo. We want to assure the public that we take all matters concerning animal welfare seriously and are deeply committed to the well-being of the animals under our care.
Upon receiving reports of the photograph, the Ministry immediately investigated the matter. We can confirm that the Kangaroo in question came into the care of Emperor Valley Zoo in 2022 following the closure of another facility. At that time, the animal was reported to be between 15 and 20 years old. Red Kangaroos typically live up to ten years in the wild; they can live up to 25 years in captivity.
Since the animal’s arrival, a dedicated team of zoo administrators has diligently worked to provide the necessary care and support for all animals at the Emperor Valley Zoo. This includes regular health checks, proper nutrition, and enrichment activities tailored to the kangaroo’s needs.
Earlier today, the Ministry deployed a veterinary team to assist the personnel of Emperor Valley Zoo in assessing the kangaroo’s health and well-being. Based on their recommendations, appropriate measures will be taken to ensure the animal’s welfare is properly addressed.
The Ministry wishes to reassure the public that we are fully committed to upholding the highest standards of animal welfare. We will take swift and decisive action, as necessary, to ensure the welfare of all animals under the state’s care.
