The Employee Assistance Programs (EAPs) was created to serve organizations and their employees in multiple ways, ranging from consultation at the strategic level about issues with organization-wide implications, to individual assistance to employees and family members experiencing personal difficulties.
As workplace programs, the structure and operation of each EAP varies with the structure, functioning, and needs of the organization(s).
It serves to improve and/or maintain the productivity and healthy functioning of the workplace and to address a work organization’s particular business needs through the application of specialized knowledge and expertise about human behavior and mental health.

To be the premium employee advisory, counseling and referral service within the Public Service of the Republic of Trinidad and Tobago.
To help improve and/or maintain the productivity and healthy functioning of the workplace through the application of specialized knowledge and expertise about human behavior and mental health.
To ensure that the Ministry of Food Production is able to fulfill its obligations to its Clients through its employees by ensuring they have the wherewithal to use their skills, training and experience notwithstanding any personal problems that may negatively affect their abilities.
History of the EAP
In July 1991 Mr.Devindra Duggal Director of the Land and Water Development Division of the Ministry of Agriculture Land and Marine Resources set up an EAP Unit headed by Addiction Counselor and EAP Administrator Mr. Eric Ribeiro to address a low productivity problem, high employee absentee and alleged substance abuse among employees of the Division.
The Unit came under the direction of then Agricultural Engineer Mr. Patrick Jadoo and an EAP Coordinating Committee and was adopted by the wider Ministry with weekly counseling sessions being held at Centeno, Port of Spain, San Fernando, and Sangre Grande.
The Chief Personnel Officer in conjunction with Behavioural Management Solutions Limited and Petrotrin EAP Services Limited in 2003 subsequently held several training sessions for EAP Administrators and senior Public Servants in order to have EAPs established throughout the Public Service. In July 2013 Mr. Ribeiro was again contracted to provide EAP Services for the Ministry of Food Production.
What about Job Security?
An employee’s job security and promotional opportunities will not be affected by seeking assistance from the Employees Assistance Programme.
No information concerning an employee’s call will be given to anyone whatsoever without their written consent and all records remain the property of the EAP and will be kept strictly confidential; neither will any Information be noted in any official records of the Ministry.
How to Access the EAP?
There are several ways in which an Employee may access the EAP, viz:,
- Formal Referral: This is when an employee is referred to the EAP by management because of work performance problems. It’s important that the EAP is notified by telephone or in writing prior to your employee contacting us so we can better understand what has been happening at work. When we have the referral information from you we can let you know whether your employee has made contact with the EAP.
- Informal Referrals:This is when management suggests or refers an employee to the EAP, but the referral is not for work performance problems. With informal referrals, you will not be notified of EAP contact without your employee's consent.
- Self-Referrals: This is when your employee independently contacts the EAP for a confidential appointment. Job performance problems may or may not exist. You will not be notified of EAP contact without your employee's consent.
Enquiries and requests of a personal nature will be handled with a high level of sensitivity and great measures will be made to ensure confidentiality.
